Project ALOFA -

Accessible Long-Term Oxygen For All

Samoa Medical Oxygen Resilience Initiative — SMORI

SMORI is the formal programme framework for Project ALOFA. It describes the wider objective of strengthening Samoa’s medical oxygen resilience through reliable local production, quality-controlled cylinder filling, resilient infrastructure, lifecycle support and sustainable local technical capability.

Project ALOFA is TMSS’s flagship initiative to strengthen Samoa’s long-term medical oxygen resilience.

The objective is not simply to install oxygen-generation equipment, but to establish a reliable and sustainable medical oxygen system around it — designed for Samoa’s operating environment, healthcare needs and long-term technical realities.

ALOFA brings together:

Appropriate Engineering
Equipment and infrastructure selected for Samoa’s actual conditions and healthcare requirements.

Resilience & Redundancy

System design intended to reduce dependence on single points of failure.

Quality Assurance

Controlled operation, testing, documentation and medical-oxygen quality management.

Preventive Maintenance

Maintenance requirements considered from the beginning rather than added only after problems occur.

Local Capability

Development of Samoa-based technical competence for operation, maintenance and first-line fault response.

Long-Term Support

Lifecycle planning for spare parts, technical support, training, maintenance and future system development.

Resilience is designed, maintained and supported — not simply purchased.

Our Approach

Project ALOFA is being developed as a phased and scalable initiative, allowing infrastructure and operational capability to grow in line with Samoa’s healthcare needs.

Our approach prioritises:

  • Appropriate and reliable medical oxygen technology

  • Resilient and expandable system design

  • Quality assurance and patient safety

  • Practical operation and maintenance

  • Local technical capability and knowledge transfer

  • Long-term serviceability and spare-parts planning

  • Infrastructure suited to Samoa’s operating environment

  • Responsible implementation and continuous improvement

The objective is to establish a dependable medical oxygen capability that can be maintained, supported and strengthened over the long term.
